NABSOVET FRP Approved Loans Worth 4.1 Billion Rubles For The Implementation Of 9 Production Projects

The Supervisory Board of the Industry Development Fund (FER) approved the provision of loans for the implementation of 9 industrial projects.

The total amount of FRP loans for 9 projects will exceed 4.1 billion rubles, and the total cost of their implementation will be about 6.7 billion rubles ,

- said Denis Manturov, Minister of Industry and Trade of the Russian Federation, chairman of the FRP Supervisory Board .

Immediately four projects approved loans for the program "Conversion".

In order to diversify production, the Scientific and Research Institute of Engineering will launch production of disposable vacuum tubes for venous blood collection for analysis in Balashikha, Moscow Region. Currently, according to the company, more than 50% of the Russian market for vacuum test tubes are occupied by manufacturers from the USA and Europe, almost 40% are from China, and the share of domestic manufacturers is less than 10%. The project cost will amount to 436.1 million rubles, of which 345.1 million rubles can be provided by the FER in the form of a soft loan.

Beloretsk Metallurgical Plant is modernizing its steel wire rope production in the Republic of Bashkortostan. The project provides for large-scale technical re-equipment of workshops with the installation of new equipment. Modernization will allow to produce a wire with high quality characteristics, which today is imported to Russia. Springs, ropes and other products made from such wire will have a longer service life.

The cost of the project is 1.5 billion rubles, of which 750 million rubles can be provided by the FER in the form of a soft loan.

St. Petersburg plant Universalmash intends to increase by 2.5 times - up to 620 units per year - with the help of a FRP loan - the production of civilian road construction equipment under the Kirovets brand. As part of the project, it is planned to start production of upgraded models of special equipment: frontal loaders, including universal road machines, wheel dozers, tractor tractors and special vehicles based on them. The company will also start producing new types of road machinery - medium-duty loaders, graders and dump trucks. In the production of road construction equipment, the share of Russian components will be 90%. The cost of the project is 1.153 billion rubles, of which 744 million rubles can be provided by the FER in the form of a soft loan.

The company Aviation Gearboxes and Transmissions - Perm Motors, with the involvement of a loan from the FER, will develop and launch the production of the main gearboxes for the Ka-226T civilian helicopter, increasing the civil component of the plant. The gearbox is designed to drive coaxial screws of the helicopter. The upgraded gearbox developed by the company will have advantages over the model used today: twice the overhaul life, increased corrosion resistance and the possibility of operation in a humid climate, reduced by 10-12% weight. The Ka-226T is a light multi-purpose helicopter that is distinguished by the accuracy of air suspension, maneuverability and controllability. The cost of the project is 787.9 million rubles, of which 393.9 million rubles can be provided by the FER in the form of a soft loan.

Three more companies approved loans under the program "Components".

With the help of the FRP loan, the Rostec GC joint venture (represented by Shvabe Holding) and the Interpharmglass Company - Interpharmglass-M»Will create in the city of Lytkarino, Moscow Region, an import-substituting production of sterile glass syringes for packaging injectables. At present, according to the company, the Russian market for high-quality medical glass for primary pharmaceutical packaging is 80% closed due to import. At the same time, the cost of high-quality European products is very high due to exchange rate differences. Sterile prefilling syringes will allow domestic pharmaceutical companies to significantly reduce investments in the production of new drugs, since the need for washing, siliconization and sterilization operations will be removed. The project cost 907 million rubles, of which 500 million rubles can be provided by the FER in the form of a soft loan.

The Salavatsteklo enterprise will launch a production line of mirrors for furniture in the city of Salavat of the Republic of Bashkortostan with the help of a FRP loan. For debt financing, the company will purchase modern equipment that will produce mirrors with high corrosion resistance of the edge. The cost of the project is 523.7 million rubles, of which 419 million rubles can be provided by the FER in the form of a soft loan.

With the help of the FRP loan, KamEnergoMash (KER-Holding Group of Companies) will launch the production of components for gas turbines in the city of Nizhnekamsk of the Republic of Tatarstan.

In particular, the company will produce turbine blades, turbine disks and compressors, gearboxes, hull elements. They are spare parts for gas turbines of Russian and foreign production. According to the company, foreign manufacturers now occupy 53% of the Russian market. The cost of the project is 529 million rubles, of which 398.9 million rubles can be provided by the FER in the form of a soft loan.

With the help of the FRP loan under the “Leasing Projects” program , the Ural Diesel Engine Plant will lease metal-processing equipment for the production of a new model range of high-speed diesel engines. The company plans to lease 9 metalworking centers. Currently, the share of foreign participants in the Russian market of industrial diesel engines is about 50%. The total cost of the project is 314.6 million rubles, of which 84.9 million rubles in the form of a loan can be provided by the FER to pay part of the advance under the lease agreement, and 9.4 million rubles are advanced by the enterprise itself, the rest (220.2 million rubles) - the borrower's financial partner — VEB-Leasing.

As previously reported by the press service of the Ministry of Industry and Trade of the Russian Federation, the FRP's Supervisory Board approved the first loan under the “Digitization of Industry” program. The funds in the amount of 500 million rubles will be received by the Ufa enterprise ODK-UMPO (part of the United Engine Corporation of Rostec State Corporation). The company plans to create a single information space to support and plan the production of the nodes of the newest civil aviation engine PD-14.

One of the digital solutions of the project will be the introduction of a planning and accounting system for production operations using machine-readable coding of accompanying documents, parts and assembly units PD-14 along with the transition to the ERP system (enterprise resource management system) of the new generation. This will provide up-to-date and up-to-date information on the progress of the production program, optimize business processes and improve the efficiency of product quality management.

FRP programs allow Russian enterprises to get access to preferential debt financing necessary to start production of unique domestic products, as well as analogues of advanced international developments.

The FER provides loans at 1%, 3% and 5% per annum for up to 7 years in the amount of 5 to 750 million rubles, stimulating the inflow of direct investment in the real economy.
