Experts, Business And Government Discussed The Solution Of Problems Of Quality Of Motor Fuel In Russia

 Mechanisms of uniting the efforts of the state, public control and business in guaranteeing the quality of automobile fuel "from the plant to the gas tank" were considered at public hearings in the press center of the MIA "RUSSIA TODAY" on November 27, 2017.

Public discussion of the issue was organized by the Federal Agency for Technical Regulation and Metrology (Rosstandart) on behalf of the Open Government. Speakers of the event were the Minister of the Russian Federation for Open Government Affairs, Mikhail Abyzov , the Head of Rosstandart, Alexei Abramov , the Deputy of the State Duma of the Federal Assembly of the Russian Federation Alexander Gribov , the Head of Roskachestvo Maxim Protasov , the President of the Russian Fuel Union Evgeny Arkusha , the Deputy Head of Rosakkreditatsiya Sergey Migin , and gas of the Ministry of Energy of Russia Yuri Zlotnikov, Deputy Head of Rosstandart Alexey Kuleshov,representatives of Russian enterprises, authoritative industry and public associations, leading Russian media.

One of the main issues in the discussion was the question "where does the fuel surrogate come from at the gas station and who is its main" supplier "to the country's market?"

According to experts, the main sources of low-quality gasoline are oil depots and mini-refineries. Here there is a mixture of different types of fuel and its sale in the market, the chain of traceability of the quality of the fuel supplied to the gas stations is disrupted.

Much attention was paid to the analysis of the factors when selling low-quality automotive fuel would be economically unprofitable. Experts also noted the need for the speedy introduction of a traceabilitysystem for fuel throughout the chain of its movement in the market.

Among the solutions to the problem is the introduction of "smart" control, in which diligent and effective public control is actively involved. For this purpose Rosstandart has approved the Methodological Recommendations for the organization and conduct of public control, partnership and mutual cooperation in the fuel market. Recall, among the main initiators of its development - the Russian Fuel Union, and the initiative was supported by public organizations. With its use, the procedures of public inspections and their results will become objective, understandable for all market participants and will be taken into account in the framework of state supervision.

A special attention was paid to the planned increase in fines for the sale of low-quality fuel. In October of this year, the draft law on strengthening liability in the market was adopted in the first reading and is now preparing for the second reading. The introduction of a new type of administrative punishment is envisaged - a fine in the form of 1% of the proceeds from the sale of motor fuel for the year preceding the year of the violation.

The introduction of "turnover" fines will allow to assign punishment commensurate with the nature and degree of danger of an administrative offense, as well as the amount of economic and environmental damage caused. According to the Head of Rosstandart, Aleksey Abramov, the adoption of the law will make the business of producing and selling counterfeit fuel virtually unprofitable.
